The Finance and Operations Department under the chairmanship of Rt. Rev. Augustine Shao and assistant Rt. Rev. Aloysius Balina has theobligation of managing financial and accounting affairs of the secretariat. This includes performing a close supervisory task on major incomegenerating units, service units and ongoing programs and projects under TEC umbrella.

There should be funds first before financial and accounting functions are put in place and therefore the core responsibility of the Finance andPlanning Department of the TEC is to solicit income through different investments and projects. Liaison with external and internal agents on the onehand while monitoring and coordinating income sections on the other hand ensure the sustainability of the Conference.

In performing its basic role as the custodian of TEC funds the Finance, Planning and Operations Department offers a supervisory function on all TECresources, fixed as well as liquid assets and income generating sections and units. The safety of assets and the success and performance of incomeunits and activities translate into tangible returns that sustain the Secretariat. The following units constitute the main income generating.

Kurasini Center

This is the major income icon for the Secretariat. Hostel and cafeteria services provided at the TEC Headquarters in Kurasini attract donations andcontributions from users as the center has always been the main hub for missionary travels to and from the country. The centre receives andaccommodates missionary groups coming into the country to different dioceses and does indeed host International, national and regional religiousworkshops, conferences and meetings in diversified purpose.

Building Bureau

The building bureau of the Tanzania Episcopal Conference was established to cater for the church’s needs in building andconstruction. This unit’s performance in the previous year was good. Two major projects are under completion in Ndanda and Bokothat will bring some income.

Oldean Farm

The TEC owns some 270 acres of Coffee plantation and some other 400 acres favorable for maize, beans, wheat or barley in Oldean– Karatu. However meager the income derived from this farming section might be it as well adds value to the secretariat’s resources. The Secretariat through the Finance and Operations Departments coordinates all such efforts for the sustainability of the Conference and for supportof missionary activities in the country.

Clearing and Forwarding

Run by Caritas Tanzania this section is primarily meant to facilitate the clearing of missionary goods for dioceses and religious groups. It becomes anincome resource through returns by way of fees paid by clients. Recent restructurings in the section have involved the incorporation of bondedwarehousing services. However it remains a potential source of income and service.

Insurance Agency

The Tanzania Episcopal Conference has of recent been registered as an Insurance Broker. This is basically meant to facilitate dioceses and religiousgroups with insurances and risk covering services for religious vehicles and other properties. The agency fee derived from this business adds apositive contribution to the general income and so it is worth doing.
